Hello, I am a concerned parent that has 2 kids that attend St. Thomas More School. I am aware that the SF Golf Club wants to do construction that will take place in close proximity to my child<U+2019>s school and most specifically very close to the fence line where my 4 year old will be attending preschool. I am aware that the SF Golf Club wants to do construction that will take place in close proximity to my child<U+2019>s school and most specifically very close to the fence line where my 4 year old will be attending preschool. I have many concerns for their health and safety but primarily: 1. Excessive noise that comes with building and construction will be an issue since it is so close to the school. How will the children be able to concentrate? Their education will suffer as noise is not helpful for learning, loud and extreme noise hurts and frustrates small children, especially construction that goes on and on with no break. The children<U+2019>s classroom windows are open to help with ventilation and reduce germs spread in the classroom. Anyone who has children knows that loud noise is a big distraction and they do not respond well to it. Construction noise that is constant and repetitive is frustrating and grates on adult nerves, imagine children who are trying to pay attention and learn. 2. The construction will be right near the fence line where preschool takes place and their outdoor space is right on the other side of the fence. How will it be clean and healthy for them and all their learning outside of there is excessive dust and dirt? My children both suffer from asthma and allergies where they are on daily medication to be able to breathe, they will not be safe with this debris floating through the air. This could land them in the hospital and is a very real concern. The littlest of all the kids will be so close and not have a safe and healthy environment to play and learn outside in their preschool space. They have equipment and toys outside that would constantly be dirty and not usable. How can they be safely breathing and playing in their area? 3. How will we be reassured of their safety when walking to and from school because the plan is for the trucks to drive past their school constantly and then make a very tight turn into the SF Golf Club driveway? Trucks are huge and children are small, they may not always be seen in time. Children are not always the most careful and I greatly doubt that the truck drivers main goal will be additional attention on children running around or crossing when they shouldn<U+2019>t, they are kids and mistakes happen but sometimes there<U+2019>s not enough reaction time for a huge truck. There is not much space on that street and regular pick up and drop off are already very busy, how will this construction affect the traffic? Please take these things into consideration. There are many other options on their huge property for buildings and other times of the year for the bulk of construction when children are not present. Please think if these were your kids and how you would want their school experience to be. Mostly, please consider that children should be able to learn in a clean, healthy environment with limited distractions-all children should have these basics-a construction zone is not that at all. Consider declining this project for the sake of the children. Please think about children like mine who could be very sick and not be able to breathe from the debris in the air, my children have emergency rescue inhalers with them and sometimes that is not enough. Would you want the possibility of your kids breathing being compromised if these were your kids? Thank you for your time and consideration. The streets by st Thomas Moore school are already too congested with cars as it is, making it difficult and at times hazardous to park and walk the kids for pick up. I am writing to you with my concerns regarding the application submitted by Daniel Robinson of Maccracken Robinson Architects to construct a 20,000 gross-square-feet maintenance and facility building at the San Francisco Golf Club located at 1310 Junipero Serra Blvd. As a board-certified Pediatrician and Pediatric Nephrology attending physician as well as the parent of a child who attends St. Thomas More School, I am concerned that the proposed construction will pose significant health and safety risks to our students. Inevitable and prolonged exposure to the noise, dust, and vibration associated with the proposed construction project will obviously be problematic for our students, with wide-ranging adverse health impacts. The noise from construction will distract our students and risks completely derailing the learning of students who already have attention issues / diagnosis of ADHD (Attention- Deficit Hyperactivity Disorder). The dust from construction will risk triggering asthma exacerbations and worsening of environmental allergies in our students. Regarding asthma exacerbations in children, please keep in mind that asthma exacerbations can result in Emergency Room visits, hospitalizations, disability, and, in the worst case scenario, death, especially if there are significant pre-existing health conditions. With the laying of asphalt for the proposed parking lot, our students would be exposed to the volatile compounds/chemicals that are integral in the production of asphalt. Airborne exposure to volatile compounds can cause immediate symptoms, such as irritation to the eyes and skin, headaches, and decreased appetite, but also may have long-term risks, such as increased cancer risk in the future. Please note that the proposed construction and parking lot are very close to our school playgrounds, including the preschool yard where very young children (aged 3-5 years) play. Finally, the proposed addition of extra parking spaces for the Golf Club will likely increase traffic, and, with increased traffic in an area with lots of children, there will be the increased risk of motor vehicle versus pedestrian accidents. We are all aware of the known morbidity and mortality associated with motor vehicle versus pedestrian accidents<U+2014>the motor vehicle always wins. I urge you to always remember that children are our most precious yet highly vulnerable population, and they should be extended the highest level of safety and environmental protections at all times. It is our moral imperative that, with every decision, benefit must be weighed with risk. With the 1310 Junipero Serra Blva proposal, there is absolutely no benefit that can be identified for the students at St. Thomas More School, and there is only risk<U+2014>risk of current and future harm to children who are most worthy of our protection. Thus, I encourage the commission to take a stand for our children and to deny the application for construction at 1310 Junipero Serra Blvd. Thank you very much for your attention to this important matter. Dear Planning Commission, I am writing you to oppose and seek a continuance to the San Francisco Golf Club's (SFGC) proposed plans at 1310 Junipero Serra Boulevard. As a parent of the St. Thomas More School Community, I believe the proposed plans will negatively impact the students, school, and church. The information the community has received has been very limited. As of Tuesday, 4/23 at 9 PM, the link to the … Dear Planning Commission, I am writing you to oppose and seek a continuance to the San Francisco Golf Club's (SFGC) proposed plans at 1310 Junipero Serra Boulevard. As a parent of the St. Thomas More School Community, I believe the proposed plans will negatively impact the students, school, and church. The information the community has received has been very limited. As of Tuesday, 4/23 at 9 PM, the link to the "plans" on the SF Planning website only provides a PDF copy of the "hearing notice." The plans haven't been properly posted for review. I am respectfully requesting an extension so the community can be properly informed of SFGC's proposal and allow St. Thomas More School and Church to share the community's concerns with SFGC. We need to open up the lines of communication with SFGC. The San Francisco Golf Club's proposed project of building a large maintenance and service facility directly adjacent to the southern boundary of St. Thomas More School is in poor choice. With the golf course extending over 150 acres, why choose to build on the land directly adjacent to the school? St. Thomas More's youngest students (Preschool and Kindergarten) have their playgrounds a few feet from the proposed location. The noise, fuel pollution, and traffic associated with the proposed maintenance facility will severely impact the students' learning environment, safety, and overall health. A thorough Environmental Impact Report (EIR) should be conducted with the results presented to the community prior to discussions amongst St. Thomas More and San Francisco Golf Club. Depending on the results of the report, San Francisco's Golf Club plans should reflect changes to address the results of the report. Furthermore, the SFGC should reconsider the location all together. If there are locations within the property less impactful to the general public, those spaces should be considered. I believe the San Francisco Golf Course simultaneously with St. Thomas More School and Church should hold a town hall meeting to allow parents and community members to ask questions and voice their concerns about this project. Blindly posting a notice without taking into consideration the impact this will have on the school and surrounding area speaks volumes of the San Francisco Golf Course. With Catholic schools throughout San Francisco already struggling with low enrollment, this project may disrupt St. Thomas More's enrollment and may threaten a school closure; a school that has been in existence for 70+ years. For those of us native San Franciscans, it's difficult to see school after school close and the adverse effects it has on the children is saddening. In the interest of these growing children who strive to learn and better our San Francisco communities, I ask that you please not approve the proposed plans of 1310 Junipero Serra Blvd. SFGC needs to meet with neighbors and parents in an open dialogue format to discuss their plans and our concerns. A meeting was held on May 29th in the St. Thomas More School Gym. We had approximately 40-45 attendees from the school, church, Alma Via and Congregation Am Tikvah. The Golf Course had a team of 5 who expressed surprise at the questions asked and were unable to answer many of them. A discussion was had about another meeting being necessary. We don't know when the next Planning Commission hearing will be. To wit, I have written a letter to the golf course asking if they have intentions of responding. A copy of that letter is attached here. The overwhelming subject at that town hall meeting was to answer questions about health and safety of very young children a mere 20 feet from the proposed industrial complex. Our hope is that if this project is allowed to move forward that everyone's efforts will be that these young lives will continue to thrive because of an honest health hazard appraisal. Unfortunately, I am unable to attend in person as I am currently on maternity leave, but my hope is that my concerns are heard and addressed today. I am writing on behalf of the Utopia Preschool community. After reviewing the documents and plans for the proposed construction of a maintenance building at 1310 Junipero Serra Boulevard, I have very strong concerns about the health and safety impact this project will have on our preschool students. The children attending our preschool range from 2-5 years old and have developing bodies, immune systems, and some with preexisting health conditions. Furthermore, the preschool playground and kindergarten yard does not appear to be noted in the correct location on the plans submitted. Our classroom is located in the St. Thomas More School building and our yard is located up to the property line, between the St. Thomas More School Building and the San Francisco Golf Course. The construction of this building will directly impact the children attending our school as our curriculum is designed to spend a large portion of the school day outside, approximately 7-8 hours a day. This is just 20 feet away from a proposed major construction site where heavy machinery and chemicals will be used. The construction of this building poses significant safety concerns as the grounds are prepared and the building is constructed. For example, just a few months ago the San Francisco Golf Course was having a large number of eucalyptus trees removed. As a precaution, we modified our curriculum and kept our students inside while work was done. During the school day and as a tree was being removed, a large branch fell onto the preschool playground and could<U+2019>ve seriously injured a child if we had not made the decision to keep the class inside. This is one example of how the construction of a large building just 20 feet away from young children poses a serious health and safety issue. It is not realistic or feasible for our children to stay inside for months or longer while the work is done. I am also concerned with how this project will negatively impact our youngest student<U+2019>s learning as we prepare children for their educational journey and set the foundation for their educational success. We serve children with varying abilities and diagnoses, some of which include autism, ADD/ADHD, sensory integration disorders, and other developmental differences. As a result, this proposed project will likely have a negative effect on all of our students' educational experience and learning at St. Thomas More School and Utopia Preschool. In addition to the aforementioned, this proposed project will likely expose our children to hazardous chemicals and emissions, not only during construction, but also from the chemicals and machinery used and stored in this building, including a 2,000 gallon gas tank. These chemicals are hazardous to the adults who are handling them and may cause even more harm to a young child if an accident were to happen or they were improperly stored or handled. With the proposed maintenance building so close in proximity to our playground, our students are at a much higher risk than acceptable and necessary. Consequently, the construction and location of this building will likely cause a financial hardship on the school. Due to extreme safety concerns, our preschool enrollment may drop and could potentially force us to layoff teachers and staff members and in the worst case scenario, we would have to close our school. In conclusion, the proposed location of this maintenance building is putting the health, safety and educational development of our youngest community members at risk. The San Francisco Golf Course has over 150 acres of land which allows ample space for them to reassess the location of the maintenance building to a place that doesn<U+2019>t put the health and safety of young children at risk. Twenty feet away from a preschool and school is not necessary and will negatively impact our students.
