Prep Conditional Use Expansion Oct 25, 2023 1 Please disapprove or recommend a <U+201C>continuance<U+201D> for the proposed project in order to protect the Sunset Community Garden The project does not meet the require CUP requirements for approval because it is detrimental to the Garden and Community, as described below in this document. The shadow impact is particularly significant in this case because we are a Community GARDEN on public land. Our Garden relies on direct sunlight all year round to survive. Timeline: 11/16/2022: Garden members attended a S.I. community meeting regarding the project and verbally requested a shadow study to understand the potential impact on the Garden. 4/19/2023: We wrote to Don Lewis, Senior Planner, Environmental Planning Division, outlining our concerns and again requested a shadow study. 10/14/2023: We received public notice that the project was going to the Nov2 Planning Commission hearing. Since we had still not seen a shadow study, we prepared our own, by architects in our Garden membership. 10/19/2023: We attended a meeting at S.I., where they showed a shadow study, 11 months after our initial request and 2 weeks before the Planning Commission hearing. Both our study and theirs showed the new building, as designed, will cast significant shadows on our garden for 1/3 of the year. 10/20/2023: We wrote to S.I. & our Planner informing them we oppose current design due to the shadow impact and requested they redesign the building so it wouldn<U+2019>t shadow the project. Our architect members believe this is possible, perhaps by pulling back the upper floor. 10/24/2023 (yesterday): S.I. visited the Garden for the first time and again we requested that they redesign the building to reduce the shadow impact. We need time to work with S.I. to explore how this can be achieved. 2 PLEASE PROTECT OUR GARDEN! SI<U+2019>s proposed building addition causes significant shading of the Sunset Community Garden during four winter months. THAT<U+2019>S A THIRD OF A YEAR! Shading a garden that much will adversely affect the health of the soil and plants in this thriving intergenerational garden. This garden has been part of the Sunset community for more than 50 years and has been a longstanding source of education and joy for many people. The garden is a public place for people who don<U+2019>t have a yard to grow food, flowers, plants. We ask the Commission to deny or <U+201C>continue<U+201D> the project to another hearing date so that SI can work with us as a Good Neighbor to modify the design so as not to shade the garden significantly during the four months of November, December, January and February. 3 Who We Are Our community represents the history, present & future of San Francisco We are one of the oldest community gardens in San Francisco; we<U+2019>ve been neighbors with S.I. for half a century. We are located on SFUSD property, adjacent to Rec & Parks property. 49 families garden here. We represent the diverse community of SF with members from many different countries including China, Vietnam, Taiwan, Argentina, Australia, Venezuela, Ukraine, Iran & Japan. Our oldest member is 84 and the youngest in grade school. We are the only SF community garden with no dues. We rely on our strong community spirit to collaborate on projects and support one another. We are open to all and we nearly always have a waiting list. We are included in the book <U+201C>Cracks in the Asphalt<U+201D>, a history of SF community gardens. See image on left for our entry. 4 Our Achievements In 2022 the Garden was part of a Stanford study related to birds in Community Gardens and we had the second most species of birds in SF<U+2019>s Community Gardens. In 2020, we teamed up with Climate Action Now, planting trees on Sunset Blvd. We believe in working with nature to fight climate change. In 2017 we received a grant from Fruit Tree Planting Foundation of 45 fruit trees to offset climate change. In 2015 we were awarded a grant from the SF Park Alliance for our workshops with school children. We<U+2019>ve worked with students from both St. Ignatius and A.P. Giannini plus local Boy and Girl Scouts. In 2010 we received a grant from Kaiser Permanente and planted 25 fruit trees, installing a fruit forest in our garden. In 1976 we won a citywide <U+201C>most beautiful community garden<U+201D> contest with a cash prize that allowed for improvements to the garden. We hold annual plant sales most years which benefit the community. 5 Community, Service & Camaraderie The garden is not only a place for growing food but for connecting, forming bonds and helping each other and the community. It<U+2019>s a unique setting for elders and children to collaborate. 6 Community, Service & Camaraderie 7 Community, Service & Camaraderie 8 The Community Garden in Context PROPOSED BUILDING WILL CAST SHADOWS IN WINTER OVER PLANTING BEDS (SEE SHADOW STUDIES) EXISTING BUILDING DOES NOT CAST SHADOWS ON GARDEN 9 The Proposed Project fails to satisfy Section 303 CUP Requirements: See following page . . 10 The proposed building is not desirable for, or compatible with the Community Garden because it overshadows it and cuts off light all Winter. It is threatening the neighboring Garden use. 1A 1C The proposed building is not designed in discrete elements and it does not respect the scale of development in the district. Note how the existing building remaining to the south is made up of discrete masses, similar to the local fabric of residential homes, but the proposed building is one large bulky mass. This mass is incompatible with character of the neighborhood because it is over-sized. (See rendering on following page.) The proposed building and its shadowing is detrimental to the general welfare of the Community Garden and is injurious to the health of the Garden due to its size, shape and arrangement on the site, relative to the Garden. The proposed elimination of 13 existing off-street parking spaces put an added burden of parking on the neighborhood. This project could have been an opportunity for S.I. to provide more off-site parking for their students, rather than to reduce off-street parking. The Proposed Project fails to satisfy Section 303 Requirements: 2B 2A 11 SCG OUTLINE OF ENTIRE S.I. CAMPUS EXISTING LOWER BUILDINGS TO BE REPLACED COMMUNITY GARDEN DIRECTLY TO THE NORTH COMMUNITY GARDEN DIRECTLY TO THE NORTH IN THE PATH OF SHADOWS PROPOSED TALL & MASSIVE BUILDING LOOMING OVER GARDEN EXISTING PROPOSED 12 Garden<U+2019>s Shadow Study: November 1 SIGNIFICANT SHADING AT SOUTH AND WEST Note: these are snapshots of an animated shadow study prepared by licensed architects who are members of the Garden. This illustrates the shadow of the proposed building, taken at 9 am, 12 noon and 3 pm. That is one-third of the calendar year. This will cause serious damage to the Garden. 17 Winter is still gardening season in S.F. It is important NOT TO SHADE the Garden in the winter months. Winter brings regular rain and the Community Garden members continue to plant and harvest during the winter months. Consistent shadowing of the garden will make growing very difficult and can lead to a proliferation of mildew which would greatly harm the Garden<U+2019>s ecosystem. Leafy vegetables need 4 hours of full sun each day and fruiting vegetables and flowers need at least 6 hours of sunlight daily. S.F. GARDENING EXPERT<U+2019>S BOOK ON YEAR-ROUND GARDENING INCLUDES THE IMPORTANCE OF WINTER GARDENING AND WINTER SUN FOR GARDENS 18 Winter & Early Spring Garden During this time kale, arugula, mustard greens, collard greens, chard, celery, fava beans, lettuces, radishes, turnips, carrots, chard and broccoli are among what thrives here. 19 Additional Concerns Dark Sky and Bird Safety Provisions: Interior lights should be turned off at night to reduce unnecessary light spill and protect local and migratory birds. The building<U+2019>s bulky mass looms over the garden with oversized windows. The building is perched above the West Sunset soccer fields and the huge expanse of west-facing glazing will cast light out to the west towards the neighborhood below, the migrating birds<U+2019> path along the coast, and will likely be visible from as far as Point Reyes, a proposed Dark-Sky Park. The reduction of 13 off-site parking spaces puts an added parking burden on the neighborhood and makes it harder for elderly garden members to find parking nearby. During construction: we need extra protection for garden from dust and contaminants since the garden soils are used to grow food 20 Our Garden<U+2019>s request: We ask the Planning Commission to either deny the current design or vote for a continuance so that S.I. can redesign the building so that it will reduce the shadow impact on the garden. We would like to work with S.I. to find a design solution that works for all of us. 21 Our members ask you to PROTECT OUR GARDEN! S.I. is a large and private institution while our garden is a small public space with a big, positive impact on the community and the environment. We need to preserve and protect public gathering spaces, green spaces, places to grow healthy food. The horrible newly approved practice and stadium lights are used outside of their permit on a regular basis, including even last Friday (10/27/23) despite a judge's order limiting the number of nights SI is allowed to use the stadium lights. This letter honestly feels hopeless since the community already knows that you're all in SI's pockets and it will be approved no matter what. Nonetheless, here I go. There were no postings of their "community meeting" held on Oct 19. As a neighbor directly across the street, I found out about it only an hour before the meeting from a friend's text. Why are they not required to send out mailers, as I was required to do for an internal residential project that wasn't visible from the street or any other property? This project is obviously much bigger and yet they get to play by very different rules. Similarily, there's been no notification of this planned expansion to the neighborhood. Again, I ask, why are there such different rules for this organization? Because of their large influence and the deep corruption in this farce of a city. I know they say they don't intend to expand their enrollment, but will they actually be held to that claim? Not in so far as I can tell. Please at least provide gaurdrails this time. Our neighborhood has limited community garden space and this project will further impact the utility of the community garden, all to benefit a group of people that do not live in this area and drive their cars from Marin one at a time to their ever expanding campus. Will there be a CEQA review this time? Probably not. The neighbors will then sue the City, again, to our own detriment, as then we, the taxpayers, will pay for the review rather than the applicant, SI, paying for the review. SI should be responsible for that review. Just as SI should have been responsible for the CEQA review for their stadium lights that the City now has to perform. None of us want this enormous eye sore and shadow in our neighborhood. If any of you live in the Sunset (or even in SF) you wouldn't want it either. Please, please, please side with SF residents. Thank you for your consideration of our needs. Please do not continue to assign the same planners to this campus. The Garden and its members have been cohabitating neighbors for over 50 years. The Garden is home to many birds, some year round nesting birds and many migratory birds. The garden also includes many fruit trees and berry vines that have been growing for many years. Not only will the S.I. expansion project block sun to this vibrant ecosystem but it also decreases the warmth to the soil which presents its own issues. To be clear, to shade one half of the garden for one quarter of the year will come very close to destroying the whole garden and this fragile urban ecosystem. My question is, why can't we-- the garden community-- continue to grow and thrive? Don't we have the right to continue in a healthy manner? Why must we be limited to a shell of ourselves? The cynic in me feels that it is the huge amount of money that S.I. can throw at this project and get its way. If S.I. is able to make this community garden plot viable for only half its current families, then the next time they want to change the environment they will have half as many voices to rise in opposition. After I left the meeting of S.I., the architects and the garden neighborhood, I felt that the box that says "listen to the neighbors" had been checked on S.I.'s list and now they are done listening and will put their considerable might into steam rolling the project and their neighbors. We are not asking to stop the entire project we only ask that S.I. be a good neighbor and alter the northern footprint so that our garden is not destroyed. This is a possibility. It is also a possibility that S.I. can be a good neighbor. As a resident of the Sunset that lives two blocks from the school, I have not seen any action that indicates S.I. is really interested in being a good neighbor.
