We have enjoyed parades, trick or treating and taught them to ride their bikes here. I brought my children here for fresh air during school closures, and created many happy memories during an otherwise challenging time. Because of my line of work, I often work on weekends, so maintaining park access on Fridays is very beneficial for people like me. Open the Great Highway 24/7. The outer Richmond and Sunset is a mess when the highway is closed to cars. Where is your environmental study? Stop wasting money and promote EV's and charging stations. And who voted to keep JFK drive closed?? The people who don't live in the outer Sunset and Richmond. We are not a playground for Noe Valley and Dean Preston ! This will allow the city to comprehensively study traffic patterns during a pilot on both weekdays during morning and evening commutes and on the weekend. This data is essential in adjusting our infrastructure to accommodate people who must drive as the extension crumbles into the sea due to coastal erosion and Great Highway Park reaches its full time destiny! I love the sunset and how walkable / bike able it is <U+2014> but mostly what a great community of San Franciscans we have living here. We used to go to the blue boat park in GGP twice a day with our toddler daughter. We loved the community and what a great public feature it was <U+2014> so many beautiful children from all parts of our community literally playing side by side in the sandbox. But the realities of city living also tarnished this a bit for us : on a Saturday when there<U+2019>s increased visitor traffic to our neighborhood, there was a theft of a vehicle and the driver of the stolen vehicle was driving poorly and struck an Uber with a passenger - Barry - ending his short life on the corner of Lincoln and 46th Ave <U+2014> the very corner we used to pass 4 times a day en route to our playground. We were terribly saddened by this tragic and preventable loss of life as well as scared into what that means for us as pedestrians on a busy thorough fare. I would LOVE it if our investments in public transportation meant that I could leave my car at home and hop on a bus / train / streetcar and get my daughter<U+2019>s to their activities all over the city in less than 30 min, but unfortunately that<U+2019>s not reality <U+2014> yet. I would love it if my employer would let me work from home and not commute 60+ miles to be in their office. That<U+2019>s not my reality <U+2014> not yet. But these are the realities we face in 2022. Local parks are a vital part of why we choose to live in San Francisco, and the Great Highway Park is one of my personal favorites. However, that is not my only reason to support car-free access. I have two children in their 20s, born and raised here in San Francisco. Neither owns a car; one uses mass transit and rents only when a car is necessary, while the other uses only mass transit and a bicycle to commute. They both pay taxes, and both are entitled to their fair use of the roads and city infrastructure. However, they believe<U+2014>as do I <U+2014>that people cannot continue to rely on single-occupancy vehicles as we have done for decades. They need good mass transit and safe bike lanes. And they need local, state, and federal officials to act decisively to create and support ways for people to get out of their cars, whether that is for commuting, recreating, or both. An article published Sunday morning in the New York Times about the United States<U+2019> abysmal record in protecting bicyclists and pedestrians from harm and death on the roads is alarming. We need to consider roadways from all angles, and to make sure we reach compromises that balance the competing interests of all residents and users. (For that reason, I also support consideration and implementation of systems that support people with mobility issues, so they are not deprived of access.) The requested permit simply maintains the compromise status quo approved as a pilot by the Board of Supervisors and the Mayor last year. During this pilot period, the City can continue to conduct outreach, collect data, and construct new transportation improvements to help policymakers make future long-term decisions about the Great Highway. This temporary pilot will provide important data to inform future decisions on how to further the objectives of the Western Shoreline Area Plan. The passage of Proposition J and the failure of Proposition I in Fall 2022 demonstrate pronounced public support for the issuance of this permit, with 65% of voters, including majorities in every Supervisorial district, rejecting a measure that would have sought to block the pilot. The pilot has successfully helped the City move toward one of the Coastal Act<U+2019>s primary goals: maximizing public access and recreational opportunities along the coast. Issuance of this permit is also consistent with Ocean Beach Master Plan and Western Shoreline Plan policies by improving access and opportunities for public recreation (Policy 6.1), as the pilot is enjoyed by thousands of San Franciscans walking, rolling, cycling, and just taking in the quiet enjoyment of the Pacific Ocean every weekend. Furthermore, a rich calendar of free events during the pilot, ranging from free weekly live music and wellness classes to major holiday events such as the Autumn Moon Festival and Great Highway, have brought many new constituencies out to enjoy the oceanfront The pilot<U+2019>s traffic calming elements, requested by neighborhood residents and included in the District 4 Mobility Study, have been a resounding success, bringing vitally needed pedestrian safety improvements to local residential streets. This traffic calming is one piece of a coordinated system of transportation projects in the area<U+2014>including the Lincoln Way Quick-Build Project, the 29 Sunset Improvement Project, and the installation of traffic signals at the intersection of Sloat and Skyline<U+2014>that aims to facilitate both vehicle movement and traffic safety through the Sunset and better achieve the Transportation Element<U+2019>s directive for residential streets that <U+201C>Excessive traffic speeds and volumes should be restricted and discouraged by every means possible per Policy 18.4.<U+201D> Issuance of this permit will ensure these traffic calming features can remain in place and continue to protect all who visit the Sunset and the Coastal Zone. Additionally, the portion of the Great Highway under the pilot program has no vehicle parking, so coastal access by vehicle is unaffected by the pilot. Finally, the new swing gates contemplated by this permit will help ensure the safety of Great Highway visitors during the pilot by ensuring that pedestrians aren<U+2019>t put at risk by vehicles illegally entering the space while facilitating immediate access for emergency vehicles.
