I support the One Oak building
Hi, I live in Rincon Hill, and am supportive of projects that build more housing in the city. I'm unable to join the planning commission meeting next Thursday, but wanted to voice my support for approving building One Oak, including the changes that add more units to the project design. I hope you'll lend your support to the proposal too.

Putting housing where there is density and transit already, utilizes existing infrastructure, helps to revitalize the neighborhood and reduces reliability on the automobile. First, it is great news that the building is removing parking spots. In Hayes Valley we want to be more transit first, and it's great news that parking is being removed. Second, it is great news that the building will welcome more neighbors. Many of our local businesses in Hayes Valley have been struggling because of the depopulation associated with the pandemic. It will make our neighborhood so much more lively and safer to have more neighbors. Third, it is great news that the building will be a rental building -- with interest rates so high, we need options for people who cannot afford sky-high mortgage payments. The community benefits are also really wonderful. The revamped Oak Plaza will be a wonderful addition to the neighborhood. Sponsor now requests approval for a reconfigured 40 story project with 460 smaller dwelling units. And another 3 years to take out permits and begin construction. Jason Henderson, who led development of the Market and Octavia Area Plan, sent a 6/29/22 letter setting out serious problems with One Oak proposal before you. He attached various documents including 9/27/17 press release from Supervisor London Breed setting out modifications agreed to after One Oak FEIR appealed to BOS. I support Jason's request and ask this Commission hear testimony on 6/30, but then continue the hearing so that additional information can be provided by the public and Department staff. Last week on 6/23/22 the developer of another approved housing project in Transbay Block 4, wanted to modify that project and be granted more time to build. There was discussion of that proposal 6/23 and adoption was scheduled for 7/28/22. There was substantial testimony on the original One Oak DEIR and at 2017 project approval, on effects of Transportation Network Companies on area around One Oak project. Today, there is information item on TNCs on Commission agenda right before THIS project. Even though number of units and residents proposed to increase at Market and Van Ness, the Addendum to One Oak FEIR does not appear to take into account the impact of TNC traffic and deliveries to the increased number of residents and units. There has been a significant increase in traffic by TNCs as well as deliveries of goods and meals to residents who stay in their units. Given project location at Market and Van Ness - key location for Muni as well as for bicycles - effects of swarming vehicles loading and unloading passengers and goods - deserves attention in staff presentations and Commission/public discussion. Neither staff report nor FEIR Addendum sets out One Oak modifications described in 9/17/17 Supervisor Breed press release. They deal with affordable housing serving residents of immediate area, wind impacts on bikes, and Transportation Network Companies. Even if they are now being ignored, staff report at minimum should inform Commission and public of that agreement. I believe the Commission was sent 6/14/22 Mayor Breed's MOHCD letter to Director Hillis on affordable housing requirements for One Oak. The 9/17/17 Supervisor Breed press release only came to Commission from Mr. Henderson. Because BUILD, like other developers, sat on One Oak approvals and for 5 years did not build their approved project, this District 5 site was represented by 3, now 4, Supervisors. Supervisor London Breed. Vallie Brown. Dean Preston. All dealt with how this site related to affordable housing, transportation and other issues in the Hayes Valley community. A month ago BOS district boundaries shifted One Oak site into District 6 - which has new Supervisor, Matt Dorsey. Only Planning Commissioners who participated in 6/15/17 One Oak approval and FEIR certification were Commissioners Moore and Koppel. Moore also heard and commented on One Oak DEIR - Commissioner Koppel had not yet been seated on Commission. Commissioners Tanner, Diamond, Imperial, Ruiz, Fung have not yet had opportunity to spend time analyzing and grappling with project at this complex site. Members of the public do not ask ask Committee to deny the modified One Oak project. We ask that you start discussion of One Oak matter TODAY. Then continue the item for several weeks so that you may receive additional information from Planning and Environmental Review AND THE PUBLIC. A new 40 story tower at key transit hub deserves careful consideration. With the recent change in the Scope of the Projects Description - the SF Business Times reported this week this project may change from Housing units to Apartments...maybe my comments here would be a bit premature and I need to wait for your 6/30/2022 meeting to comment further on this DEIR. However my Original email of Jan 10, 2017 remains the same, I still support this project, and maybe apartments are better that housing in the case, after all not everyone could afford the housing units. At the same time I was wondering how these changing rules, i.e., Fed, State and City legislation etc would impact (apartments vs a housing unit) In fact it might be better, apartments might take up less space than a housing unit. I do not recall any of these AB/SB mentioning apartments. So lets wait till your meeting is over, it might give me some more direction then I can chime back with my original comments here. These rules and etc keep changing and makes the process challenging. Sad to say with the process - we have lost way to many housing units, time, including costs to the developers.
