We are deeply shocked and dismayed by the revised plan, which dramatically expands the number of living units with just the addition of a single floor. Our concerns are thus: With COVID-19 still being a potent threat to the community, we can<U+2019>t help but note that people in tight, crowded quarters are especially vulnerable to airborne diseases including not only the coronavirus, but the seasonal flu as well. 41 units squeezed into a five-floor building is not conducive to a healthy community, and the last thing we need is another outbreak of any illness in our community. Francis Scott Key Elementary School is half a block away from this new development. Such a dramatic increase in the number of people living in the area threatens the safety of the children during morning rush hour, as the corner of 3601 Lawton St is a very busy intersection as children make their way to school. The current gas station at this location does not see much traffic due to its location in a residential area. An increase of 41 units in the area would significantly increase traffic. As the Outer Sunset is mostly built on top of sand, such a tall building in the neighborhood may not be safe, especially since the lot is currently a gas station, with underground storage tanks that would need to be removed. We understand the need for more affordable housing in San Francisco, and we support efforts to build more units in the Outer Sunset. However, 41 units in such a small space is just ludicrous. We support the original development plan of 15 units in a 4-story building, especially if some of those units are set at below market rate pricing. Additionally, the Sunset is home to large populations of elderly that are more prone to serious health issues if coming in contact with COVID-19. Fewer units would be a better solution and would strike a balance between community concern and the desires of the developer. 2. Transportation - Given the unprecedented impact of COVID-19 and the financial impact it is having on City budgets, namely the SFMTA, I am opposed to adding denser housing to the Sunset District without better, improved, and increased transit options for Sunset residents. Muni lines in the immediate vicinity of this development cannot support increases in ridership. Adding 41-units further exacerbates this issue and prevents residents from accessing safe and uncrowded transportation essential to conducting life. 3. Commercial Space - Given the widespread impact of COVID to small businesses, the Sunset is already seeing a rise in empty commercial spaces that are likely to sit unused well into the future. I am opposed to the 4- commercial spaces outlined in the current project as they are likely to sit empty for a long period of time and may attract homeless individuals that will use building entrances as temporary housing. The proposed project is within walking distance of a school and local church. We should be prioritizing the health and safety of existing residents that wish to live in an environment free of human feces, trash, and used hypodermic needles; all of which are common issues in other areas of the City where commercial spaces sit empty (e.g. The Haight & Ashbury, the Tenderloin, etc.). 4. Environmental Impact - The Developer and City have not published or made readily accessible to residents in the vicinity of the proposed development an Environmental Impact Report and have also failed to address how they will safely dismantle the existing gas station and protect nearby residents from the effects of disturbing the site (e.g. chemicals leaking into the ground, dust that will be stirred up). In closing, I am opposed to the 41-unit version of the proposed development. While I would personally rather see denser housing projects focused in and around downtown business districts, I implore the Planning Commission to revert to the original 15-unit plan as a compromise with the nearby impacted community and residents. Please consider the concerns of existing residents and strike a balance against the interests of the developer. As a nearby resident, I attended meetings about this development, including a testy town hall that then-Supervisor Katy Tang hosted, so I would say I'm reasonably familiar with this development, have attended meetings where the architect was present, and consistently supported this project over the recent years. I am in strong support of this proposal, and I urge the Planning Commission to grant HOME-SF Project Authorization for 3601 Lawton Street. That stretch of Lawton has seen increased activation and commercial activity in recent years, and even during COVID times, we've seen businesses like Seven Stills Taproom and Andytown continue to operate with increased foot traffic while repurposing on-street parking. The storefront spaces here would continue to add to the commercial activity, something we direly need in this part of the city. I just wrote another letter tonight in support of the 1,100-unit proposal at Balboa Reservoir with 50% affordable units (by the way, thanks for your vote on that too!), so it's a bit of a switch to go from that enormous, transit-oriented development to this 41-unit development with 25% affordable units. Which is all to say - please approve this project. The shear size is daunting for this neighborhood and will block sun from neighboring houses. The added traffic in autos and people is too much for this residential neighborhood. This project seems like an ideal use of HOME-SF, allowing much needed housing for potential new Outer Sunset neighbors, including a good amount of affordable housing. I<U+2019>m also excited about the opportunity for new retail spaces on a strip that already has some of my favorite neighborhood businesses such as Andytown. I<U+2019>ve been going there pretty much every day during COVID-19 shelter in place, and am appreciating having walkable services and businesses in my neighborhood more than ever right now. The project sponsor changed the design of the ground floor to accommodate 4 smaller unusable commercial spaces. Adding 41 new homes will not help San Francisco's ever growing pollution problem or traffic problem. Please think of the environment and refuse tonsupport bringing these many homes to San Francisco and the Sunset. Please go back to the original plans of 15 units.
