1021 Valencia Street Environmental Review The project proposed for 1021 Valencia Street must be denied for its numerous negative environmental impacts. The site is within the Liberty Hill Historic district. The existing architecturally significant building was built in 1922 and is a contributing feature of the historic Valencia streetscape. Every project built adds to increasing energy consumption with cumulative dire effects on the climate and accelerated g… The project proposed for 1021 Valencia Street must be denied for its numerous negative environmental impacts. The site is within the Liberty Hill Historic district. The existing architecturally significant building was built in 1922 and is a contributing feature of the historic Valencia streetscape. Every project built adds to increasing energy consumption with cumulative dire effects on the climate and accelerated global warming. The single largest source of greenhouse gas emissions is the burning of fossil fuels for electricity, heating, and transport. A building of this height, bulk and density, and the market it is intended to serve, will have significant negative effects on our environment. The disproportionate height will cause extreme shadowing on buildings and apartments both adjacent and across from this 75 foot tall structure. Most, if not all, of these apartments are rent controlled and occupied by tenants of limited means. Shadowing results in the need for more indoor lighting and heating. The increased fuel needed to make up for the lack of sunlight creates a financial hardship while also exacerbating global warming. The number of dwelling units creates a density that is without merit. Density is neither safe nor healthy regardless of political spin. The current pandemic clearly points out the negative health impacts of density. Resource use in general will be significantly increased. Statistically, more water, more fuel, more energy transmission, and more resources are consumed by the up market (<U+201C>market rate<U+201D>) demographic this building aims to serve compared to average. The consumption by the tenants of the 24 units proposed will be a tremendous increase from the resources presently consumed. Open space is clearly not planned for this project. A roof deck is not a substitute recreation for families. More often than not, roof decks create noise pollution, affecting neighbors proximate and distant. Disruption to sleep, work, and the loss of one<U+2019>s right to quiet enjoyment of their dwelling is an all too common side effect of roof decks. Although noise is a fact of city life, we should not deliberately plan to create a new and unhealthy problem. Possibly the greatest hazard and environmental degradation will come from the increased traffic this building will attract and demand. Everything from ride hailing services, delivery cars and trucks, and repair and sanitation vehicles will be perpetually stopping and double parking on Valencia Street to service the proposed building and tenants. Increased air pollution from idling vehicles, the inevitable congestion, and lack of safe egress will negatively impact Valencia Street, drivers, bicyclists, and pedestrians alike. As an example of just one negative vehicular impact: 44,000 to 50,000 additional ride hailing cars come into San Francisco daily on a normal basis, routinely traveling great distances to get here and cruise the city for hours as they compete for fares. Furthermore, do not think for a minute that these residents will not own cars. At least 50 percent of them will, based on recent reports on <U+201C>car free<U+201D> buildings. These new residents will then be cruising the streets looking for non-existent parking. This adds to even more fossil fuel use and increases local atmospheric pollution. Societal impacts of this project are significant and negative. There is absolutely no need for more <U+201C>market rate<U+201C> apartments at a time where there are between 5,000 and 7,000 <U+201C>market rate<U+201D> units listed for rent in San Francisco. All indications are that the current pandemic will decrease the demand for such units. The need in this city is for affordable housing, something this project is not planning for. The negative impacts of this proposed project span environmental, sociological, political and health issues. Displacement, apparent ageism, and anti-family design all combine to lead one to conclude that this development is beneficial only to the developers and the politicians who are in their pockets. There is a direct correlation between the gentrification this type of building exemplifies and the human crisis on our streets. This focus on maximizing developer profit rather than constructing affordable housing is one of the reasons that homeless encampments in our city neighborhoods degrade our environment with their generally unsafe, unhealthy, and unsanitary conditions. Our environment is being destroyed by the resource concentration and consumption that this proposal exemplifies. The social damage is collateral. This building should not be built. This project will be developed at 1021 Valencia St, a street that is not in need of new luxury condos.It is slated to be built butting up against my residence. Just the construction alone will disrupt our lives beyond what is reasonable. We are in the middle of a PANDEMIC and all of us are working from home. I am a RN for SFDPH street medicine team that does Telehealth calls from home- I am not sure this is possible with the amount of construction proposed. My husband is disabled and is home all the time. His disabilities include sever tinnitus, this involves an extreme sensitivity to loud noises. All of our neighbors are elderly and their health would no doubt suffer if this project is to continue. Our lives will be disrupted in a way that could negativity effect our health(I also suffer from asthma and this will cause exacerbations and our employment. I have lived at this address for 20years and have be a dedicated civil servant. I was lucky enough to find this rent controlled apartment so I could stay in San Francisco, as with the current wealth gap I have no hope of ownership in the city. Every person that lives in this building is either a bay area native or has lived in this building for 30+ years, we are a community that looks our for each other. We are Latinx people, elderly people, civil servants, care givers and religious leaders. This building threatens to further gut the soul of the Mission. As the daughter of a proud Mexican father who taught farm worker English by Caesar Chavez<U+2019>s side, I am devastated by what has happened to our people and our culture in San Francisco<U+2019>s Mission District. The new building will directly effect our quality of life just by its height alone. The new building would impede on our outside patio, in essence cutting us off from enjoying our on outside area. The light in our apartment would decrease by 95% if this plan goes through. Our neighbors would lose 100% of their light. This is not acceptable in any way. It is not conducive to human life to live in complete darkness 100% of the time. We were only just informed of this plan and have been offered no compensation for the disruption in our lives and no way to negotiate some changes so our light and back patio (which we PAY for).This project could also have disastrous consequences for our buildings foundation. The new development plans to dig 50+ ft underground, below our foundation. Our building is over 100 years old and should be protected as a historical victorian in the mission. With all this disruption and absolute loss of our quality of life we have just now been notified of this project. We have been offered no compensation for our disruption of life/lower quality of life. We would like the chance to be heard on this as it directly effects us. I am the only one in the building that owns a computer and can zoom in, the rest of our building is essentially cut off as it is too dangerous for them to attend in person due to the pandemic. I have lived just off Valencia since 1997, before the very first version of the Valencia Street bicycle lanes were created. When I moved to the neighborhood, it was rare to see cyclists on Valencia, or anywhere in the City, for tha… Commission Secretary, Dear San Francisco Planning Commission, I am a long-time nearby neighbor of 1021 Valencia Street, and I am writing in support of the proposed project at that address. I have lived just off Valencia since 1997, before the very first version of the Valencia Street bicycle lanes were created. When I moved to the neighborhood, it was rare to see cyclists on Valencia, or anywhere in the City, for that matter. At the time, cycling was seen as a dangerous and "counter-culture" way to get around town. Fast-forward 25 years, and it is clear that "Bike Lanes on Valencia Street" was a prescient vision for the future. Congestion chokes our streets... CO2 fills our air... Income disparities make living in SF a challenge for all but the wealthiest.... And obesity was a pandemic long before this current version descended upon us. The Valencia Street Bike Lanes help to solve all those problems, providing safe, clean, affordable, healthy transit for just about anyone. It's no wonder that San Francisco is doubling down on these lanes. Recent improvements (soft hit posts, bike boxes at intersections, lots of green paint) have helped increase the number of cyclists, as well as their satisfaction. I applaud the City for continuing to improve Valencia Street as a safe and vibrant cyclist corridor. Now let's bring that same mindset to housing! The project at 1021 Valencia is a great start. I appreciate the project's density, the Below-Market-Rate units, as well as the near-million dollars in impact fees, but mostly I love the bike parking. In 1997, SF took a bold step, but hindsight has proven how wise it was: The bike lanes are filled with a steady and diverse stream of cyclists (as well as lots of double-parked cars, but that's a battle for another day.) The Valencia Street bike lanes prove that "If you build it, they will come" applies to bike lanes; Now let's apply it to parking, too! If you build parking for cars, cars come to fill it (and drivers and pollution and traffic follow.) If you build parking for bikes, well, what do you think will happen? The transit-rich location of this project is perfect for cyclists, with great access to BART and CalTrain, as well as several Muni bus lines. If San Francisco wants a transit-first mindset, then we will need to encourage people to use other forms of transit beyond the privately owned automobile. If we don't want people to drive, we should not force them to buy parking when they want a home. This project faces that transit-first future head-on. We desperately need the housing, and we desperately need to NOT have the cars. I encourage you to approve this project without delay.
